Petition: Ban Illegal Electricity Fences and Protect Elephants

Urgent Action Required to Address Illegal Electricity Fences and Protect Sri Lankan Elephants

Dear Mr. President,

We, the undersigned, write to you today to bring your immediate attention to a grave and pressing issue - the alarming rate of elephant deaths due to illegal electricity lines in Sri Lanka.

As stewards of a land graced by the magnificent Sri Lankan elephants (Elephas maximus maximus), a subspecies of Asian Elephants native to our island and an endangered species, we are at a critical juncture. Sri Lanka boasts the highest density of Asian Elephants globally, yet we face a dire crisis: more than 400 elephants are being killed annually, with 422 fatalities in 2022 and an unprecedented 476 deaths in 2023.

The primary cause of these tragic losses is the illegal and hazardous use of main grid electricity by individuals to protect their croplands, a practice that is not only unlawful but profoundly unethical. It is distressing to note that the Ceylon Electricity Board, The Sri Lanka Police, and The Department of Wildlife have been lethargic in enforcing laws against such wildlife crimes. This lack of stern action has not only exacerbated the situation but also betrayed our duty as a nation to protect these gentle giants.

As per our constitution and various international treaties and conventions, the government of Sri Lanka is bound to safeguard these magnificent creatures. Elephants are not only a vital part of our ecosystem, serving as keystone species crucial for the well-being of our diverse flora and fauna, but they also play a significant role in our culture, heritage, and economy. From being an integral part of our festivals and traditions to contributing millions in foreign income through eco-tourism and wildlife tourism, their value is immeasurable.

We urgently call upon you and your administration to:

1. Strengthen Legal Protections for Elephants: Enhance the legal framework to protect our elephants considering their contribution to the national economy. They contribute significantly to the economy through wildlife tourism, bringing in an estimated USD 21,000 (approx. Rs. 6 million) annually per elephant. They are a keystone & umbrella species deserving of robust protection.

2. Enforce Existing Laws on Electricity Misuse: Implement strict enforcement of the Sri Lanka Electricity Act to prevent the misuse of main grid electricity for unauthorized purposes, such as illegal electric fences that harm wildlife.

3. Disconnect electricity connections for illegal use: In addition to legal prosecution and imposing fines, permanently disconnect the electrical connections of individuals who use the main electrical grid for illegal activities such as unauthorized electric fences, in violation of consumer agreements.

4. Introduce Licensing and Monitoring of Electric Fences: Develop a licensing system for electric fences, led by the Department of Wildlife Conservation in collaboration with the Ceylon Electricity Board, coupled with a monitoring mechanism and a national map of electric fence installations. This will ensure responsible use, identify owners, and help prevent the fragmentation of elephant migration routes.

5. Regulate Energiser Manufacturing and Installation: Regulate the manufacturing of energisers used in electric fences as well as the installation of these fence systems to ensure safety and prevent harm to wildlife.

6. Safeguard State Lands that Serve as Wildlife Habitats: Halt the allocation of state lands inhabited by elephants and other wildlife for agricultural or development activities. Declare these lands as wildlife conservation zones to support the national economy through sustainable wildlife tourism rather than destructive human encroachment.

7. Conduct a Cost-Benefit Analysis on Land Use: Conduct a comprehensive survey to analyze land use patterns in the dry-zone, assessing whether distributed lands during the last decade are being used productively. Lands that do not benefit the national economy should be repurposed in a way that mitigates human-elephant conflict.

8. Raise Awareness About Electric Fence Dangers: Educate rural communities about the dangers of using main grid AC electricity for electric fences, which often leads to tragic consequences for both humans and elephants. Awareness campaigns should highlight the differences between AC & DC electricity and the safe, appropriate use of electric fencing.

As citizens deeply concerned about the legacy we leave for future generations, we implore you to act now. The time to save our elephants is not tomorrow – it is today.

ජනාධිපතිතුමනි,

ශ්‍රී ලංකාවේ නීති විරෝධී විදුලි රැහැන් හේතුවෙන් සිදුවන අලි මරණ සංඛ්‍යාව දිනෙන් දින සීග්‍රයෙන් ඉහළ යන අතර එහි බරපතලකම හා එය පිටුදැකීමේ කාලීන අවශ්‍යතාවය වෙත ඔබගේ කඩිනම් අවධානය යොමු කිරීම වස්, පහත අත්සන් කර ඇති අපි මෙම මහජන පෙත්සම ඔබ වෙත යොමු කරන්නෙමු.

අපගේ මනරම් දිවයිනට ආවේණික ආසියානු අලින්ගේ උප විශේෂයක් වන සහ වඳවී යාමේ තර්ජනයට ලක්ව ඇති ශ්‍රී ලාංකේය අලි ඇතුන්ගේ (Elephas maximus maximus) භාරකරුවන් වශයෙන් ශ්‍රී ලාංකික ජනතාව වන අප අද සිටින්නේ තීරණාත්මක සන්ධිස්ථානයක ය. ශ්‍රී ලංකාව ගෝලීය වශයෙන් ඉහළම ආසියානු අලි ඝනත්වය ඇති රට වශයෙන් පුරසාරම් දොඩන නමුත් අපි දරුණු අර්බුදයකට මුහුණ දී සිටී. අද වන විට ශ්‍රී ලංකාව තුල වාර්ෂිකව අලි ඇතුන් 400කට වැඩි ප්‍රමාණයක් මරා දැමෙන අතර 2022 දී එය අලි මරණ 422 ක් සහ 2023 දී පෙර නොවූ විරූ ලෙස අලි මරණ 476 ක් දක්වා උත්සන්න වී තිබේ.

ඛේදනීය ලෙස මෙලෙස හස්තීන් ඝාතනයට ලක් වන ප්‍රධාන හේතුවක් වන්නේ පුද්ගලයන් විසින් තම වගාබිම් ආරක්ෂා කර ගැනීම සඳහා නීති විරෝධී හා ඉතා අනතුරුදායක ලෙස ප්‍රධාන ජාලයේ විදුලිය භාවිතා කිරීමය. එය නීති විරෝධී පමණක් නොව සදාචාර විරෝධී ක්‍රියාවකි. ලංකා විදුලිබල මණ්ඩලය, ශ්‍රී ලංකා පොලිසිය සහ වනජීවී දෙපාර්තමේන්තුව මෙවැනි වනජීවී අපරාධවලට එරෙහිව නීතිය ක්‍රියාත්මක කිරීමේදී උදාසීන ලෙස ක්‍රියා කිරීම දැඩි කණගාටුවට කරුණකි. මෙම නීති විරෝධී කටයුතු වලට එරෙහිව දැඩි ක්‍රියාමාර්ග නොගැනීම තත්ත්වය තවත් උග්‍ර කරනවා පමණක් නොව ජාතියක් ලෙස අප හට පැවරී ඇති අලි ඇතුන් රැකගැනීමේ වගකීමද පැහැර හැරීමකි.

අපගේ ආණ්ඩුක්‍රම ව්‍යවස්ථාව සහ අප බැඳී සිටින විවිධ ජාත්‍යන්තර ගිවිසුම් සහ සම්මුතීන් අනුව, ශ්‍රී ලංකා රාජ්‍යය මෙම අසිරිමත් ජීවීන් ආරක්ෂා කිරීමට බැඳී සිටී. අලි ඇතුන් අපගේ පරිසර පද්ධතියේ අත්‍යවශ්‍ය අංගයක් පමණක් නොව, අපගේ විවිධ ශාක හා සත්ත්ව විශේෂවල යහපැවැත්ම උදෙසා අත්‍යාවශ්‍ය හා තීරණාත්මක පාරිසරික සේවා රැසක් සපයන මුල්ගල් විශේෂයක් ලෙස දැවැන්ත කාරයභාරයක් ඉටු කරයි. එමෙන්ම ඔවුන් අපගේ සංස්කෘතික උරුමය සහ ආර්ථිකය සඳහා ද සැලකිය යුතු දායකත්වයක් දක්වයි. අපගේ සංස්කෘතියේ හා සම්ප්‍රදායන්හි මූල සංකේතයක් වීමේ සිට පාරිසරික සහ වනජීවී සංචාරක ව්‍යාපාරය හරහා මිලියන ගණනක විදේශ ආදායමක් රට තුලට ගෙන ඒමට දායක වීම දක්වා ඔවුන්ගේ සේවාව සහ වටිනාකම අපමණය.

අපි ඔබෙන් සහ ඔබගේ පරිපාලනයෙන් ඉල්ලා සිටින්නේ:

1. අලි ඇතුන් ආරක්ෂා කිරීම සඳහා නීතිමය රාමුව ශක්තිමත් කිරීම: අපගේ අලි ඇතුන් වනජීවී සංචාරක කර්මාන්තය ඔස්සේ ආර්ථිකයට විශාල දායකත්වයක් සපයති, එක් අලියෙකු වාර්ෂිකව ඩොලර් 21,000 (අනුමාන වශයෙන් රු. 6 මිලියන) බැගින් වනජීවී සංචාරක කර්මාන්තය හරහා ආදායම් උත්පාදනය කරයි. මෙම අලි ඇතුන් අපගේ පරිසර පද්ධතීන්ගේ මුල්ගල් සහ ඡත්‍ර විශේෂ සත්වයන් වන අතර, ජාතික ආර්ථිකයට ඔවුන්ගේ දායකත්වය සැලකිල්ලට ගෙන දැඩි නීති පද්ධතියක් මගින් ඔවුන්ව ආරක්ෂා කළ යුතුය.

2. අනවසර විදුලිය භාවිතය පිළිබඳ පවතින නීති දැඩිව ක්‍රියාත්මක කිරීම: වන සතුන්ට හානි කරන අනවසර විදුලි වැට වැනි නීති විරෝධී කටයුතු සඳහා ප්‍රධාන විදුලි ජාලය අනුචිත ලෙස භාවිතා කිරීම වැළැක්වීම සඳහා ශ්‍රී ලංකා විදුලි පනත දැඩි ලෙස ක්‍රියාත්මක කිරීම.

3. නීති විරෝධී කටයුතු සඳහා යොදාගන්නා විදුලි සම්බන්ධතා විසන්ධි කිරීම: නඩු පැවරීම, දඩ ගැසීමට අමතරව පාරිභෝගික ගිවිසුම් උල්ලංඝනය කරමින් අනවසර විදුලි වැට වැනි නීති විරෝධී කටයුතු සඳහා ප්‍රධාන විදුලි ජාලය භාවිතා කරන පුද්ගලයන්ගේ විදුලි සම්බන්ධතා ස්ථීර ලෙස විසන්ධි කිරීම.

4. විදුලි වැට සඳහා බලපත්‍ර ක්‍රමයක් සහ අධීක්ෂණ යාන්ත්‍රණයක් හඳුන්වා දීම: වනජීවී සංරක්ෂණ දෙපාර්තමේන්තුව සහ ලංකා විදුලිබල මණ්ඩලය එක්ව, සහයෝගයෙන් විදුලි වැට සඳහා බලපත්‍ර ක්‍රමයක් හඳුන්වා දීම, එයට සමගාමීව අධීක්ෂණ යාන්ත්‍රණයක් සහ විදුලි වැටවල් ඇති ස්ථාව වල යාවත්කාලීන සිතියමක් සකස් කිරීම. මෙමගින් වගකිවයුතු හා නිසි භාවිතය සහතික කිරීම, විදුලි වැට අයිතිකරුවන් පහසුවෙන් හඳුනා ගැනීම සහ අලි සංක්‍රමණ මාර්ගයන් ඛණ්ඩනය වීම වැළැක්වීමට උදව් වනු ඇත.

5. විදුලි වැටවල් සඳහා වන එනර්ජයිසර් නිෂ්පාදනය සහ සවි කිරීම නියාමනය කිරීම: මිනිසුන්ගේ සහ වන ජීවීන්ගේ ජීවිත වලට තර්ජනයක් නොවන පරිදි විදුලි වැටවල් සඳහා යොදාගන්නා එනර්ජයිසර් නිෂ්පාදනය කිරීම සහ විදුලි වැටවල් සවි කිරීම නියාමනය කිරීම.

6. වනජීවී වාසස්ථාන වශයෙන් පවතින රාජ්‍ය ඉඩම් ආරක්ෂා කිරීම: වන අලි සහ වෙනත් වන සත්වයන් වාසය කරන රාජ්‍ය ඉඩම් කෘෂිකාර්මික හෝ සංවර්ධන කටයුතු සඳහා තවදුරටත් වෙන් කිරීම නවතා දැමීම. මෙම ඉඩම් වනජීවී සංරක්ෂණ කලාප ලෙස ප්‍රකාශයට පත් කිරීම මගින් තිරසාර වනජීවී සංචාරක කර්මාන්තය හරහා ජාතික ආර්ථිකයට දායක කරගැනීම.

7. ඉඩම් භාවිතය පිළිබඳ පිරිවැය-ප්‍රතිලාභ විශ්ලේෂණයක් සිදු කිරීම: අලි ඇතුන් බහුලව වාසය කරන වියළි කලාපය තුළ ඉඩම් පරිහරණ රටා පිළිබඳව සම්පූර්ණ සමීක්ෂණයක් සිදු කිරීම, පසුගිව දශකය තුල විවිධ කටයුතු සඳහා වෙන් කරන ලද ඉඩම් සඵලදායී ලෙස භාවිතා කරනවාද යන්න ඇගයීම. ජාතික ආර්ථිකයට සඵලදායී ලෙස දායක නොවන ඉඩම් නැවත පවරාගෙන මිනිස්-අලි ගැටුම අවම වන පරිදි යොදා ගැනීම.

8. විදුලි වැට සම්බන්ධ අනතුරු පිළිබඳ ග්‍රාමීය ජනතාව දැනුවත් කිරීම: මිනිසුන්ට සහ අලින්ට මරණීය අනතුරු සිදුවන ප්‍රධාන විදුලි ජාලයේ AC විදුලිය විදුලි වැට සඳහා භාවිතා කිරීමේ අනතුරුදායක බව පිළිබඳව ග්‍රාමීය ප්‍රජාවන් දැනුවත් කිරීම. එමගින් ප්‍රත්‍යාවර්ත ධාරා (AC) සහ සරල ධාරා (DC) විදුලිය අතර වෙනස් කම්, විදුලි වැට ආරක්ෂිත සහ නිසි ආකාරයෙන් භාවිතා කිරීම පිළිබඳව දැනුවත් කිරීම.

අනාගත පරම්පරාවන් සඳහා අපගේ අද දවසේ වගකීම පිළිබඳව පුරවැසියන් වශයෙන් අපි දැඩි සැලකිල්ලක් දක්වන බැවින්, මෙම තත්වය මැඩපැවැත්වීම උදෙසා වහ වහා ක්‍රියා කරන ලෙස අපි ඔබෙන් ඉල්ලා සිටිමු. අපේ අලි ඇතුන් බේරා ගැනීම උදෙසා ක්‍රියාත්මක විය යුතු මොහොත එළඹෙන්නේ හෙට නොවේ - එය අද එළඹ ඇත.
